Become a Coalition Member
Join regional healthcare, response, state, and community partners working together before, during, and after emergencies.
Membership is open to healthcare organizations, response agencies, state partners, and community partners in the Upper Cumberland geographic region that agree to collaborate on preparedness, response, and recovery. ESF-8 stakeholders are encouraged to participate.
The coalition welcomes hospitals, emergency management and EMS agencies, public health, 911 dispatch, behavioral health, home health and long-term care providers, community health and FQHC partners, specialty providers, and other organizations the Executive Committee determines can contribute to the work.

Membership roles
The coalition’s governing documents recognize several ways to participate.
A few important expectations
- Participation
Active members are expected to attend at least 75% of coalition meetings. At least two meetings should be attended in person unless an emergency order prevents it.
- Mutual aid
Hospitals sign the coalition Mutual Aid Agreement. Other facilities are encouraged, but not required, to do so.
- Voting
A representative may vote after attending at least two of the prior three coalition meetings. Supportive partners participate without a vote and are approved by the Executive Committee.
